A slide inherits from its layout, which inherits from its master, and a placeholder that looks empty on the slide is usually inherited rather than absent. Charts are drawn from the data the file stores; SmartArt is drawn from the finished shapes Office caches beside the diagram, which is what turns it from a research project into a drawing problem.
There is no pagination to disagree about here — every shape carries absolute coordinates on a canvas of a fixed size — so the renderer is scored against PowerPoint’s own export as ink against ink rather than words against words.
